Order
An Order in COS represents a subscription for a customer, at an Object, for a Service.
An Order can exist, but not be active or provisioned. Usually, in a scenario where a subscriber has ordered service, but is waiting on dependancies such as a drop installation or ONT place, or the like.
An Order in COS survives from the time service is requested, all the way through when a service is cancelled.
ISPs, should not cancel an Order with the OAP to suspend end subscriber services for non-payment. Instead, the ISP should suspend services on their network at Layer 3, while keeping the Order with the OAP active.
Once an Order is cancelled, a new one must be created, which will result in a new Order ID between the ISP and OAP.
